Van Phu – Deo Ca Consortium: Building the Future Along the Red River

The Van Phu – Deo Ca Consortium is emerging as a promising name in the field of infrastructure and urban development in Vietnam. The cooperation between Van Phu Real Estate Development Joint Stock Company (Van Phu – Invest) and Deo Ca Group promises to bring national-scale projects, especially the “Red River Avenue and Landscape” project in Hanoi. This project is not only a vital transportation route but also a symbol of the aspiration to create a new, modern, and culturally rich face for the Capital.

Strategic Cooperation Between Van Phu and Deo Ca

The handshake between the Van Phu – Deo Ca Consortium marks an important step in realizing large-scale projects with strategic significance. According to the spirit of Resolution 68-NQ/BCT, the connection and cooperation between domestic enterprises are strongly encouraged. This aims to create sustainable value projects, contributing to the country’s development and improving people’s lives.

Specifically, the Hanoi People’s Committee has approved the consortium’s proposal in document No. 8843/VP-ĐT dated June 13, 2025. This approval opens the way for research and proposal of the “Red River Avenue and Landscape” project in the form of BT (build – transfer). This is a promising public-private partnership model, mobilizing social resources for key infrastructure projects.

Activating the Potential of the Historic Red River Area

The “Red River Avenue and Landscape” project is proposed in the context of Hanoi actively implementing the Red River urban subdivision plan. This plan stretches nearly 40 km, passing through 13 districts, towns, and 55 wards and communes. The Red River area has special geographical, cultural, and urban landscape development potential. However, for many years, this place has been considered a “sleeping land” due to the lack of synchronous infrastructure, fragmented landscape, and underdeveloped riverside public spaces.

Recognizing this clearly, the Van Phu – Deo Ca Consortium conducted a thorough field survey, analyzing the transportation system, terrain, and ecology. From there, they proposed forming a “strategic backbone axis.” This road not only helps connect transportation infrastructure but also plays a role in connecting urban flows, awakening new vitality for the entire Red River area.

The project proposes an avenue nearly 40 km long, stretching from Hong Ha Bridge to Me So Bridge. This avenue is not merely a transportation route connecting Hanoi with neighboring provinces such as Hung Yen and Phu Tho. More importantly, it is oriented to become a dynamic cultural and ecological corridor. This is reflected in the organization of a system of terraced parks, walking paths, riverside squares, service-tourism complexes, and public spaces.

The core goal is to create a space where people can access the river in a friendly, safe, and inspiring way. This will be an indispensable part of the daily life of the Capital’s residents. The Van Phu – Deo Ca Consortium has joined hands to propose the Red River landscape avenue project, demonstrating their strategic vision.

Learning from International Experience to Build the Capital’s Largest Public Space

To complete the project proposal, the consortium organized a field survey trip to Chongqing, China. This place has experience in developing a large-scale Yangtze River route. From the lessons on organizing multi-layered spaces, integrating parks – transportation – water surface and community culture, Van Phu – Deo Ca hopes to apply them flexibly to the reality of Hanoi.

The working group had the opportunity to visit the Chongqing City Planning Exhibition Center (China). This is an opportunity for them to absorb advanced planning and architectural solutions.

Vision for an Urban “Experience Axis”

The project aims to form the Capital’s largest public space. This long, multi-functional landscape route will integrate transportation, green trees, water surfaces, and iconic structures inspired by Thang Long – Red River culture. It is expected that the avenue will combine many types of transportation such as motor vehicles, trams, and inland waterway ports. In addition, the project also includes underground parking lots, energy-saving buildings, and urban ecosystems adapted to climate change.

This is not just a transportation project. It is expected to become an urban “experience axis.” Here, residents can stroll along the river, cycle, organize festivals, or simply enjoy nature in the heart of the city. For the first time, the Red River will be brought back to urban life in a modern and emotional way. The Deo Ca Consortium has been assigned the task of researching and proposing the Red River Avenue – Landscape project worth 300,000 billion, showing the scale and importance of the project.

A romantic riverside road with shady green trees, people leisurely strolling and cycling, and in the distance are modern buildings blending into nature.

Scale and Objectives of the “Red River Landscape Axis” Project

The “Red River Avenue – Landscape” project has a total estimated investment of up to 300,000 billion VND. A huge number, reflecting the scale and ambition of the project. According to preliminary research results, the project includes an avenue with a total length of up to 80 km. This avenue will run along both sides of the riverbank, from Hong Ha Bridge to Me So Bridge.

Main Infrastructure Items

This avenue will include:

  • 67 km of modern cable-stayed bridges.
  • 10 km of tunnels through bridges with 6 lanes.

Along with that is an urban railway (monorail) with a total length of about 84 km. This monorail will have about 82 km of cable-stayed bridges and 2 km of tunnels. This shows the integration of multimodal transportation, aiming for a modern and efficient public transportation system.

Development of Green and Public Spaces

In addition to transportation infrastructure, the project also allocates 3,300 hectares to develop green spaces. In addition, 8 parks and public areas will be built. The goal is to turn the riverside area into a unique landscape highlight, effectively serving services and tourism. The Van Phu – Deo Ca Consortium is expected to start the “Red River Landscape Axis” project in early 2026, an important milestone for the development of Hanoi.

Implementation Method and Commencement Target

Regarding the implementation method, the consortium of investors is studying and proposing adjustments to the Red River urban subdivision plan. The project will be divided into 3 independent projects:

  • Public investment project for site clearance implemented by the Hanoi People’s Committee.
  • PPP project (BT contract type) Red River Avenue – Landscape.
  • PPP project (BT contract type) Red River Monorail.

The consortium of investors has been assigned a commencement target in January 2026 by the leaders of the Hanoi People’s Committee. This goal aims to welcome the 14th Party Congress and be completed before 2030. Mr. Le Quynh Mai, Vice Chairman of Deo Ca Group, shared about the actual survey trip in Chongqing (China). He emphasized the importance of learning about the infrastructure system along the Yangtze River and Jialing River, where solutions for dredging, treating urban wastewater discharged into the river, and developing multimodal transportation have been successfully applied.

This cooperation not only demonstrates Van Phu – Invest’s ability to develop sustainable real estate projects but also proves Deo Ca Group’s leading role in large-scale transportation infrastructure projects. This combination promises to bring breakthrough projects, contributing to changing the urban landscape and improving the quality of life for people.
